Evlyn has nearly 30 years of professional and management experience. She started her career as a planner in Statutory Planning with the then Public Works Department, before she was seconded to the Planning Department, Ministry of National Development (MND). There, she led the review of ‘new’ Hotel Zone which was just introduced in the Singapore Master Plan. At Strategic Planning Section, she evaluated public housing submissions made to the Chief Planner and Master Plan Committee, before submission to the Minister. As Section Head, Development Control (DC) , Central Area, she administered Parts 3 & 4 of the Planning Act. Here, she accumulated vast experiences in her interactions with architects, developers in the private sector, and officers of various government departments, submitting planning reports to Permanent Secretary (MND) for approval, making many presentations to the then Development Control Committee, representing the authority at appeal hearings. When the new Urban Redevelopment Authority was formed, she was appointed as Section Head Central Region , which covered the Central business District and the city fringes. Here, she led and co-led many projects eg overhaul of the DC system to focus on customer service, DC policy reviews with recommendations to the MND to incentivize voluntary conservation, review of the Planning Act with Legal Section and Attorney General Chambers, “Phasing out of Industries” along Bukit Timah Road, and former shipyards at Tanjong Rhu etc . As Section Head, Sale of Sites, she has coordinated many land sales in the Government Land Sales Program (GLSP). She later led a joint MND-MinLaw delegation to Sydney and Perth, to study the feasibility of amendments to the Land Titles Strata Act, and the Planning Act to introduce landed condominiums in the private sector, and the GLSP. As Head of Training and Development, she strategized the URA Annual Training Plan for URA staff. She developed milestone courses for URA planners in particular the Planning Foundation Course (PFC); reviewed yearly and supervised its successful implementation. She also developed the Advanced PFC. She and her team eventually led URA to receive the People Developer Award in 2004. Evlyn graduated with BSc (Estate Management) from the National University of Singapore. She obtained her Masters in Town & Country Planning from the University of Sydney under the Colombo Plan Scholarship. She was a part time tutor at the now School of Design and Environment, NUS from 1984- 95 , and more recently as a guest critique 2015-6 at the MUP program. She has served in the Singapore Heritage Society as a council member for several years. She is a Fellow at the Singapore of Planners. As President of SIP, she is dedicated to nurture planners as core professionals to advance urban and regional planning and development, and to help encourage good planning practices for achieving better communities and environments.
